How do I stop my dog from biting? (this is not as bad as it sounds!) he doesn't BITE bite, he does puppy bite?

Harveys so cute, his owner died because of a nasty accident and we rescued him :3 he's 1 so really he's still a puppy, you can't put your head near him or he'll lick you to death! Sometimes, when he is licking he kindof he's his teeth involved so we push him away and say no, and it never hurts but I don't want it to develop Into a bigger problem, for example my mother had a dog when she was little who bit someones face! I don't want him to get into trouble but I don't know how to stop him from nipping! Any suggestions? Thnx
